After graduation from Austin College, Elliott received an M.S. in biology from Texas Christian University in 1998. He currently works as a Regulatory Appeals Review Officer for the U.S. Army Corps of Engineers. Acting on behalf of the Division Commander, he conducts full reviews and evaluations of administrative appeals of certain Corps regulatory decisions. He also serves as regional/national technical regulatory expert, as well as an instructor for a Corps regulatory training course.
